Parliamentary Select Committee on Energy Engages GCMC on Operations, Safety, and CRM Implementation

The Select Committee on Energy of the Parliament of Ghana today paid a working visit to the Ghana Cylinder Manufacturing Company Limited (GCMC) to familiarize itself with the company’s operations, facilities, and strategic contribution to Ghana’s energy value chain.

The visit formed part of the Committee’s oversight responsibilities under Article 103 of the 1992 Constitution of Ghana, which mandates parliamentary committees to monitor and evaluate the activities of public institutions and government owned companies within their respective sectors.

Upon arrival, members of the Committee were warmly received by Management and staff of GCMC. This was followed by a briefing session at the company’s conference room, where Management presented an overview of the company’s operations, including its facilities, production processes, stock management systems, and occupational health and safety measures.

The Committee was subsequently taken on a guided tour of the factory, where members observed first-hand the various stages involved in the manufacturing of LPG cylinders and cookstoves. At the time of the visit, active production was ongoing, particularly the refurbishment of recalled cylinders under the Cylinder Recirculation Model (CRM). Members of the Committee witnessed key processes such as cylinder inspection, cleaning, testing, and reconditioning.

Addressing the Committee, the Managing Director of GCMC, Abdul Rahman Mankir, highlighted the company’s pivotal role in the implementation of the CRM programme. He disclosed that a significant proportion of cylinders received for refurbishment are in poor condition, with between 30% and 45% of recalled cylinders deemed unfit for revalidation. According to him, this demonstrates the importance of the Government’s CRM policy in promoting safety, quality assurance, and standardization within the LPG sector.

Mr. Mankir further outlined the company’s improving operational performance, stating that GCMC successfully refurbished more than 57,000 cylinders in 2025—an impressive increase from approximately 6,700 cylinders in 2024. He added that, based on current projections, the company is on course to scale up production by the close of 2026.

Management also used the opportunity to reiterate the urgent need for the retooling and modernization of the GCMC factory. They appealed to members of the Committee to support efforts to upgrade the facility, noting that GCMC remains the only state-owned LPG cylinder manufacturing and refurbishment plant in Ghana.
